Why does my neutered male fight his spayed sister like two tomcats would fight?

I live in a one bedroom apartment with these two cats. I have raised these two orphans since they were three weeks old. He just jumps her for no reason . What can I do, as she is affraid to come out from the sofa or the bed, for fear of being jumped on.
