Is there any where in the US where you can have a traditional Samoan body suit done in the traditional way?

I have always been fascinated the Samoan tattoo know as the Pe'a in the traditional way with a pick and ash ink method. But I also want to know would it be an insult for a non-Polynesian to have such a tattoo
