Most powerful weapon conceivable?

Is it possible to recreate a scenario similar to the clashing of particles in the Large Hadron Collinder in a smaller, contained environment, like that of a small box, and be able to create a small black hole that would live long enough to destroy everything within a significant space, but die before it causes catastrophic damage? The only problem I would see in this is the controlling factor of creating such a black hole intentionally, being able to limit the clash to produce a black hole, and to not create strange matter. Any ideas?
