My local council know I have a illness but won't move me?

I have degenerative disc disease on the spine my council know this and that it is getting worse I have fallen down the stairs on several occasions and have told them, the last one I badly hurt my wrist I have asked them to move me but they won't change my banding what can I do to get them to move me as I fear for my well being?
