Is this considered cheating?

Ok so I had this program I had to write for my programming cl. I hired a freelancer not because I wanted to let him do it and then I'd submit it to the teacher. Rather, I wanted to see how he did it so I can see the concept behind it. I did not submit the exact program. I made my own program based on his concepts and his ideas. Is this still considered cheating?
